WELCOME TO THE FEDERAL ROTATIONAL CYBER WORKFORCE PROGRAM
The Federal Rotational Cyber Workforce Program (FRCWP) is a cyber-focused program that provides government-wide interagency detail assignments (rotations) to cyber-coded government civilians.
Federal Rotational Cyber Workforce Program (FRCWP)
The Government-wide Federal Rotational Cyber Workforce Program provides opportunities for employees performing information technology (IT), cybersecurity, and cyber-related functions to apply for and serve in rotational assignments (or details) at agencies outside of their home agency. These non-reimbursable details last from six months to one year. Rotational assignments are advertised on Open Opportunities at least once a year in November, starting in 2023. The program, authorized by the Federal Rotational Cyber Workforce Program Act of 2021 (Public Law 117–149), expires in June 2027 (unless extended).
Purpose
- The program will help Federal agencies continue to enhance their cyber workforce by developing critical cyber skills and creating environments where employees have ongoing learning and development opportunities.
- Cyber employees on interagency rotations can improve and develop knowledge and skills to not only support their own professional growth but also bring new skills back to their home agency. Such rotations help advance career opportunities and support employee engagement, satisfaction, and retention.
Objectives
- Detailees who complete service in a rotation assignment achieves higher or different skill levels in IT, cybersecurity, or other cyber-related functions; and
- Promote intra-agency and interagency integration and coordination of cyber practices, functions, and personnel management.
Eligibility
- Eligible Employees: Federal civilian employees
assigned to an OPM or DoD Cyber Workforce
Framework (DCWF) cyber-coded position. - Supervisory Endorsement: Participants must be approved to participate by their direct
supervisor. - Performance Level: Participants must be rated at least fully successful on their most recent annual performance
How the Program Works (Employee Perspective)
- Employees must review the FRCWP eligibility and qualification requirements for participation.
- Eligible employees must request and receive approval from their direct supervisor to apply for and serve in
rotations to other federal agencies. - Eligible employees must find and apply for cyber rotations on the Open Opportunities website.
- Host agency selects employee(s) for 6-to-12-month rotation.
- Employees perform rotational assignment with host supervisory instruction, support, mentorship, and
feedback. - Employees receives performance evaluation from host and home supervisors.
- At end of rotation, employees return to original (or equivalent) position at their home organization and
conducts a self-assessment and program evaluation.
How the Program Works (Rotation Supervisor Perspective)
- Identify OPM or DCWF cyber-coded positions eligible for rotational assignments to participants from other
federal organizations. - DoD Component point-of-contact posts cyber rotations on the Open Opportunities website.
- Reviews applications and makes selection into 6-to-12-month rotational assignment.
- Provides instruction, support, mentorship, and feedback throughout participant’s rotational assignment.
- Evaluates participant’s performance in coordination with the participant’s home supervisor.
- At end of rotation, participant vacates the position and returns to their home organization.
